Add chiroti (finest) sooji/Rava and ghee with maida and mix well.
Add water and make a soft dough. Divide into 2.
To one part of the dough add about 1 tbsp of cocoa powder and water if required. Keep aside for about half an hour to rest.
Make small balls with each dough and roll into thin chapattis.
Over one layer of chapathi apply ghee and sprinkle maida and place another layer ( I have alternated between plain and cocoa doughs) repeat for about 6 to 8 layers. Rolls from one side to make a log and then cut into 1/2" rolls.
Flatten each roll carefully without affecting the layers and deep fry on low to medium flame. You can view the layers separating as it fries.
Once cool sprinkle powdered sugar (with cardamom) lavishly.
You could also make a 1 string sugar syrup with sugar and water, and cardamom and pour over the phenori.
The chocolate twist adds to the flavour and the layers look much more beautiful.
